GET/restapi/v2.1/accounts/:accountId/settings
Returns the account settings in the Docusign accountSettingsInformation
shape — a flat bag of string-valued settings. Settings that do not apply
to Propper are omitted; each value present truthfully describes Propper
behaviour.
