Update a library document state
PUT/api/rest/v6/libraryDocuments/:id/state
Validates an imported library document and acknowledges the ACTIVE
state. Destructive state transitions are returned as explicit
NOT_IMPLEMENTED responses until Propper has a safe equivalent.
